Restarting in safe mode worked in that I didn’t get any start-up errors, but trying to run the same programs gave me the same winmm.

The subsequent clean boot didn’t differ at all from starting up my computer normally which seems strange and came with the exact same errors. Making a new user account did not fix any of the problems. I used the run command to create another administrator account and after the brief set-up process for logging into a new account I encountered the same winmm.
